-OPERATIONAL PROCEDURES-

Each proposal is disposed of in three steps after receipt of the proposal:
(1)Preliminary review and analysis by the staff members
A preliminary review is conducted by the staff member after receipt of each proposal. The proposal is returned to the planning unit for revision if it does not meet the legal requirements. Otherwise, the related maps, information and data are referred, the proposal is reviewed in detail, the site is investigated, the public opinion is collected, the related units are consulted if necessary, and them a report is prepared for the commissioners’ reference so that details of the proposal are duly aware of, appropriate resolution can be made and the efficiency of reviewing can be improved.
(2)Review by an ad hoc committee
All proposals are reviewed by meeting of the Commission. During the preliminary review and analysis, a decision on whether an ad hoc committee should be formed or not is made according to the complexity of the case. If formation of an ad hoc committee is required, a proposal for forming the ad hoc committee is submitted to the Chairperson for approval directly, or submitted to the Commission for making a resolution accordingly. In ad hoc meeting for reviewing the proposal, the related units and petitioners may be invited to attend the meeting to provide explication. The ad hoc committee is composed of some commissioners and other experts wherever required.
(3)Resolution by the Commission
Comment from preliminary review or conclusion of ad hoc committee’s review is discussed in the Commissions meeting, and units related and petitioners are invited to attend its meeting to provide explication when necessary. Resolution is made through joint consultation, content of each resolution is finalized by the chairperson of the meeting by summarizing the contents of discussion in the meeting. The resolution is then referred to the Bureau of Urban Development for filing to the Ministry of the Interior for approval. The Commission’s agenda are arranged in compliance with the provision in Article 4.2 of Rules for Enforcement of the Urban Planning Law in Causing City , i.e., within 30 days after the end of an open display for review on determination or change on any urban plan. In principle, review is placed in the agenda of Commission meeting to be held within one month after the end of open display for proposal presented to the Commission for the first time. Hence, the Commission holds at least a meeting monthly in order to dispose of all proposals timely. However, some new proposals may not be included in the agenda within 30 days because of lack of time due t re-examination of some proposals, or the importance and urgency of some proposals.
